What began as a bold idea in 2011 has now become a historic milestone in Asia’s clean energy journey. The 600 MW Monsoon Wind Power Project, developed by Impact Electrons Siam (IES) as lead developer and controlling shareholder, officially achieved commercial operation on August 22, 2025.
As Asia’s first cross-border renewable energy project, it now delivers clean power from southern Laos into Vietnam, supporting regional energy security, economic growth, and ASEAN grid integration.
A decade-long vision brought to life
Spanning the Dak Cheung District of Sekong Province and the Sanxay District of Attapeu Province, the project features 133 wind turbines powered by the region’s strong, consistent winds. More than ten years of detailed studies ensured the site’s suitability.
Electricity from the turbines travels through four 115 kV substations, steps up to 500 kV at the project substation, and flows along a 27-kilometre high-voltage line to the Lao–Vietnam border. From there, it connects to Vietnam’s 500 kV transmission system, continuing 44 kilometres to EVN’s Thanh My substation.
The project is operated by Monsoon Wind Power Company Limited, a Lao-incorporated company, and supported by an international consortium of shareholders, including ACEN from the Philippines, Thailand’s BCPG and STP&I, Mitsubishi Corporation of Japan and its subsidiary Diamond Generating Asia, and SMP Consultation from Lao PDR.
Financing, partners, and regional impact
The Monsoon Wind Power Project was made possible by financing from leading institutions, including the Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB), Japan International Cooperation Agency (JICA), Export–Import Bank of Thailand, Hong Kong Mortgage Corporation, Sumitomo Mitsui Banking Corporation, Kasikornbank, and Siam Commercial Bank. PowerChina led construction, with wind turbines supplied by Envision Energy.

Chairwoman Paradai Suebma added, “Monsoon Wind, 14 years in the making, is a tribute to vision, partnership, and our commitment to sustainability.”
Beyond delivering clean energy, the project supports Laos’ diversification beyond hydropower, strengthens Vietnam’s electricity supply, and aligns with the ASEAN Power Grid initiative. It is also expected to offset around 1.3 million tonnes of CO₂ annually, while contributing to education, healthcare, and wellbeing in local communities through a dedicated development program.
The Monsoon Wind Power Project stands as a pioneering example of regional collaboration, clean energy innovation, and sustainable growth in Southeast Asia.
